About us
Frontier Growth Group was founded by James Garay, a U.S. Navy veteran and nonprofit builder who learned the hard way that mission-driven organizations deserve professional-grade structure. After building Potomac Pathways Housing Initiative from the ground up — navigating IRS determination, federal compliance, and grant pipeline development — James realized most faith-based ministries and community nonprofits are operating without the legal foundation they need. FGG exists to change that: to bring institutional rigor and relational partnership to the organizations that need it most.
Our Expertise
Our Philosophy
Entity formation (nonprofit 501(c)(3) and LLC structuring), IRS compliance and determination filing, board governance and bylaws, asset protection strategy, grant readiness and pipeline development, accountable plan implementation, and tax-efficient organizational design. We specialize in serving faith-based ministries, veteran service organizations, and community nonprofits in the DC metro region and beyond.
We believe every organization deserves the same caliber of structural planning that large institutions take for granted. Strategy should be relational, not transactional. Complexity should be documented, not left to chance. And expertise should come from someone who has actually done the work, not just studied it.
Our Commitment To Results
Our Experience
We don't promise overnight outcomes or guaranteed grants. We promise clarity on what needs to be built and why. We deliver in phases so you see value continuously. We document everything so your organization is protected long after we're gone. And we stay with you — your structure evolves, we evolve with it.
15+ years navigating institutional systems — from Navy shipyard operations to luxury sales environments to nonprofit founding. Built a federally recognized 501(c)(3) from incorporation through IRS determination to live grant pipeline. Volunteer computer instructor in correctional settings. Specialist in entity architecture for clients operating both for-profit and nonprofit missions. All work backed by written deliverables, clear timelines, and veteran standards of documentation.
James D. Garay
Meet the Founder
James is a U.S. Navy veteran, nonprofit founder, and institutional strategist who has spent the last decade building and navigating complex organizational systems. He served aboard USS Dwight D. Eisenhower, managed high-net-worth client projects in the luxury home technology space, founded Potomac Pathways Housing Initiative (a 501(c)(3) now serving veterans and seniors across Northern Virginia), and spent years volunteering as a computer instructor in correctional settings.
FGG was born from his realization that mission-driven organizations shouldn't have to figure out entity formation, IRS compliance, and asset protection alone. James brings the discipline of his military background, the systems-thinking of a nonprofit founder, and the relational approach of someone who believes every client deserves a partner, not a vendor.
He's driven by a simple principle: "No stone is laid until the plan is drawn." Every engagement is built on clear strategy, thorough documentation, and a commitment to structures that outlast the consulting relationship.
